It's The Simpsons first action figure series released by McFarlane Toys.  Homer and Bart as the Pie Man and the Cupcake Kid, respectively. This fan-favorite episode was a parody of Spider-Man 2.

 

Homer stands 4 1/2" tall; Bart stands 3" tall. Articulation: Homer is articulated at neck, elbows and feet; Bart is articulated at neck and legs.  Accessories: Includes custom 5 x 3 5/8" rooftop base and removable American flag.
